If you are washing your hands, you first apply the cleaning product (in this case soap) and then you agitate your hands by rubbing them together. Then you rinse your hands under water making them nice and clean. If you're washing your car, you get your cleaning product ready in the bucket, put your sponge in and then agitate the body of the car with the sponge to clean it. Then you rinse it off. If you are washing your hair, you apply the shampoo then you agitate with your fingers before rinsing it out.

There are several to choose from, but some look like floor buffers, others look like giant fancy vacuums with no suction but a good beater bar to agitate the fibers.
